On their G+ page, Ingress posted an alert to agents about Operation Portal Recon. Due to some changes in how OPR processes submissions, older candidates were getting a lower than 0 score. They are currently working on this, and as I have seen with some of my own submissions, older ones are starting to once again get through the pipeline. Hopefully, they will get to the ones we submitted for the Portals, Players & Pies video at Pints & Pixels.
